Page 4 <br /> <br />PROGRAM NARRATIVE <br /> <br />Cabarrus County has continued to experience a spiraling trend of increased <br />referrals of youth for delinquent and undisciplined beha,,ior. The severity <br />of problem behaviors and numbers of youth being referred come at a time when <br />trainimg schools are filled to capacity with waiting lists for admission. <br />Likewise, detention centers are filled to capacity, often by youth who are <br />awaiting hearings in juvenile court or admission to training school. <br /> <br />A resource is needed locally for those youth who require more intensive <br />services than can be provided by traditional probation, protective supervision <br />and aftercare services, to effect positive change before behaviors deteriorate <br />and necessitate more secure measures or out-of-home placement. <br /> <br />The Alternatives to Detention Program will serve to reduce institutionalization <br />by deterring: (I) Out-of-home placement (group care, foster care, etc.), <br />(2) Secure Detention, (3) Training School and/or (4) Re-commitment to training <br />school. The Alternatives to Detention' Counselor will provide intense super- <br />vision for designated juveniles of delinquent or undisciplined status who are <br />eligible for out-of-home placement and/or secure custody. This counselor will <br />maintain a flexible work sQhedule which will include frequent contact with <br />clients after hours and on weekends. <br /> <br />Client capacity will not exceed a total'of ten (10) for any given period. <br />The population of the stated client capacity will be limited to no more <br />than (2) in the category of Status Offenders (undisciplined) and two (2) of <br />the Conditional Release category. <br /> <br /> <br />
