Canaday ~v~/ <br /> <br />January 10, 1992 <br /> <br />SUBJECT: Budget Impact of Expanding Jail Medical Staff Hours <br /> <br /> The jail nurses work through the Health Department Budget and <br />under the supervision of the Health Department staff Doctor. <br /> <br /> The nurses currently are supposed to be at the jail for 4 <br />hours a day 5 days a week. They very seldom hold sick call 5 days <br />a week as stated in the new policy. The nurses are part time <br />employees at the Health Department and both have full time jobs. <br /> <br /> One nurses pay is $13.32 and the others is $13.99 per hour <br />based on time in service to the Health Department. These salaries <br />are certainly not equal to their full time salaries. The two <br />salaries average out to be $13.66 per hour. Multiply that by a <br />maximum of 28 hours per week (4 hours X 7 days) the total pay would <br />be $382.34 per week. <br /> <br /> If we had nurses working at the jail 5 days a week as is our <br />current plan it would be costing the Health Department an average <br />of $273.20 per week. To add the additional 8 hours of coverage <br /> <br />would make the total cost for the base salary $383.43. This would <br />be an increase of $110.23 per week. This increase will not cover <br />one trip to the emergency room or immediate care center. <br /> <br /> The least expensive way to provide adequate health care for <br />the inmates is by having enough nurses available to work under the <br />part time arrangement through the health department. We need <br />coverage 7 days a week on a regular scheduled basis to meet our <br />needs. We cannot under any circumstances get by with less than 5 <br />day a week coverage. The basis for this assertion is amply stated <br />in the Health Plan, the guidelines for which were written by <br />attorneys including some from the Prisoner Legal Services office. <br /> <br /> The Health Director and I have been searching for additional <br />nurses to fulfill these needs. If we cannot find nurses who will <br />work under the part time arrangement I will be requesting a <br />different arrangement. What configuration that arrangement will <br /> <br />P.O.
