JAIL OPERATIONS MANUAL <br /> <br />CHAPTER: HEALTH SERVICES <br /> <br />SECTION: 4.01 MEDICAL PLAN <br /> <br />STATE STANDARDS: .2403; .3201 <br /> <br />SUMMARY OF STATE STANDARDS <br /> <br />Each jail must have a written plan that describes the health <br />services available to inmates. Sections .2403 and .3201 o~f 10 <br />NCAC 3J, Rules and Regulations Governing the Operations, <br />Surveillance and Monitoring of Jail Facilities provides that the <br />plan must include policies and procedures in each of the following <br />areas: (1) health screening of inmates upon admission; (2) <br />handling routine medical care; (3) handling chronic illnesses and <br />communicable diseases; (4) administration, dispensing and control <br />of medications; (5) handling medical emergencies; (6) maintenance <br />and confidentiality of medical records; and (7) privacy during <br />medical examinations and conferences with qualified medical <br />personnel. The jail standards also require the sheriff to adopt an <br />operations manual that covers health, mental health, mental <br />retardation and substance abuse services. <br /> <br />Inmates must be provided an opportunity each day to communicate <br />their health complaints to a health professional or a jail officer, <br />and qualified medical personnel must be available to evaluate their <br />needs. Jail officials are required to keep a written record of <br />each request for medical care by an inmate and the action taken. <br />The health screening of newly-admitted inmates and the need for <br />medical isolation must also be addressed as required in sections <br />.3202 (Health Screening Form) and .3203 (Medical Isolation) of the <br />standards. Finally, the medical plan has to be reviewed at least <br />once each year. <br /> <br />POLICY <br /> <br /> The Sheriff will develop a comprehensive written medical plan <br />that is designed to protect the health and welfare of jail inmates. <br />The plan at a minimum must address serious medical, mental health, <br />mental retardation and substance abuse problems of inmates. <br /> <br />PROCEDURE <br /> <br />A. The Sheriff will develop a written medical plan for the jail <br />'~ in consultation with the local health director. G.S. 153A- <br /> <br /> <br />
