CHAIRMAN: RALPH AUSTIN
V/CE-CHAIRMAN: DAVID WARD
SECRETARY: PETER KEBER
TREASURER: ROBERT RANDALL

CENTRALINA COUNCIL OF GOVERNMENTS
POST OFFICE BOX 35008 ONE CHARLO'I-I'ETOWN CENTER
CHARLOTTE, N.C. 28235 1300 BAXTER ST. 704/372-2416

January9, 1992

Mr. John Witherspoon, Manager
Cabarms County
P. O. Box 707
Concord, NC 28026-0707

Ofl~ce of

Dear Mr. Witherspoon:

Thank you for allowing Centralina Council of Governments to present this proposal regarding
measures for compliance with the Americans With Disabilities Act. Recently, members of
our staff met with Steve Little and discussed how Centralina could assist in the preparation of
Cabarrus County's self-evaluation and transition plan.

The Americans With Disabilities Acts states a series of deadlines for implementing
modifications to current administrative and structural conventions. January 26, 1992, is the
deadline for completing a self-evaluation, producing a Barrier Removal Plan, and removing
existing barriers from "public Accommodations provided it is readily achievable to do so".
Although we will not meet that deadline, we propose to work efficiently to complete the
actions as soon as possible.

Following is a list of activities which Centralina may effect to establish a process as desired
by ADA. Activities have been categorizes either as administrative modifications or structural
modifications.

Administrative Modifications:

Effecting administrative modifications will require a great deal of coordination with County
staff. ADA recommends the appointment of and individual to act as ADA Coordinator for
each jurisdiction. This proposal is made with the assumption that such an individual will be
available to provide the County's perspective in the process. This phase of the project will
include:

Work with ADA Coordinator to develop a grievance procedure and a methodology to
respond to grievances and enact necessary changes.

I CABARRUSCOUNTY concord harrisburg kannapolis mount pleasant GASTON COUNTY belmont bessemer city cherryville cramerton dallas
gastonla high shoals lowell mcadenville mount holly ranlo spencer mountain stanley IREDELLCOUNTY harmony mooresville statesville
troutman LINCOLN COUNTY lincolnton MECKLENBURG COUNTY charlotte cornelius davidson huntersville matthews pineville
ROWAN COUNTY china grove cleveland granite quarry landis rockwell salisbury spencer STANLYCOUNTY albemarle locust
new london norwood oakboro richfield stanfield UNION COUNTY indian trail marshviIle monroe stallings weddington wingate

5
