THE SMALL CITIES PROGRAM
"An Economic and Community Development Initiative"

OVERVIEW:.

MISSION:

KEY
PARTICIPANTS:

TASK
FORCE:

The Small Cities Program for Concord/Cabarrus County was
formally introduced on June 19, 1991 at the Concord
Hotel. The Small Cities Program is an economic and
community development concept designed to stimulate,
encourage and cultivate sustained economic growth and
revitalization in the most underdeveloped and economically
depressed neighborhood and communities of Concord and
Cabarrus County. The purpose of the program is to create
a service and support mechanism that will encourage the
recruitment, development, strengthening, retention and
expansion of small business within a defined "targeted"
impact area of the community.

The mission of the program is to create a supportive
environment for economic and community development
that is controlled by community leaders and business
institutions. To foster equitable participation; conduct a
program of service, communication, information and
training; and form an alliance of organizations to facilitate
the attainment of program objectives.

Seeking to become a catalyst for economic growth and
development, the Cabarrus Minority Business Council has
sought to play an expanded role in spearheading this
economic initiative. A role designed to build a broad
coalition between community groups, City of Concord,
Cabarrus County, Chambers of Commerce, elected officials,
Rowan-Cabarrus Community College, Barber-Scotia College,
news media and financial institutions.

The success of the Small Cities Program will largely be
determined by the level of cooperation, participation and
utilization of these existing resources to meet program
objectives.

The formation of Small Cities Task Force will be the primary
organizational body that will be responsible for formulating
and adopting the Small Cities Program.

CABARRUS MINORITY BUSINESS COUNCIL · ECONOMIC DEVELOPMENT · SMALL CITIES PROGRAM
