Introduction <br /> <br />Sentte Bill 165, Chapter 241 of the [991 Session L~ws, established a Home ~nd Community C~re <br />Block Gr~nt for Older Adults to be administered by the North C~rolin~ Division of Aging. This <br />legisl~don is the result of a recommendtdon m~de by the D ep~rcment of Human Resources (DHR) <br />Advisory Committee on Home and Community C~re, a broad based state level ~dvisory committee <br />established in 1989 by Notch Carolfna General Statute 143B- 18 I.gA. This-commkteew~s charged, <br />amon~ other thln~s to develop ~"common fundln~ stream" for services to 6thor North Carolinizns. <br /> <br />q'he Home and Community C~re Block Grant, effective July I, 1992, is comprised of funding for <br />in-home ~nd community bzsed services currently zvaiI~ble through the Division of Agfng ~s well · <br />portion of fundin~ tsrgeted for in-home ~nd community b~sed service~ currently administered by <br />the North C~rolin~ Division of Soci~-I Services. Future funds appropriated bythe Gener~l Assembly <br />for this purpose will be inclu~led in the Home and Community Care Block ~rant. <br /> <br />The block gr~n~ gives County Commissioners mzximum discretion in deciding how nglng funds will <br />be ~dministered an.d budgeted in the county. By endorsing n local funding plan, Boards of County <br />Commissioners will define the services to be provided, determine lundin§ levels for services, ~nd <br />iden~if), the community service providers to be involved in providing Home and Community C~re <br />Block Gr~nt services. .. <br /> <br />This information oudbes the responsJbilkies of County Boards of Commissioners re~rd[n~ the <br />block ~rant ~ging fundin~ plan and identifies ~he options avail~ble to counties for the developmen~ <br />of the county funding plan. <br /> <br />A separate manu~l h~s been developed for community service providers who will be responsible <br />for the provision of services funded ~hrough the block grant. That manual provides detailed <br />instructions regarding service delivery requirements and reporting procedures.
