An ad~itior~l $1.0 million is available for use in State Fiscal Year <br />1991-92. 7/ne M~{ Block Grant expenditure plan for FY 1991-92 calls for <br />distribution of any new furd~ to local b~=~lth departments for infant ~lor~l ity ..... <br />reduction activities. To ensure bo~lth departments have the flexibility to use <br />~hes~"'fur~H to- .rm--ct'i0bal service r~, we will distribute them through the <br />Healthy Mothers/Healthy Children Block Grant m~c~_hanism. ~"~u~ples of ways in <br />which these fuDd~ can be used include but are not limitO to evaluation and <br />treatment of patients with abnormal pap smears, contraceptive supplies <br />(Norplant, condcms, lqJDs, etc.), storilizations, clinician f~e?, clinical and <br />educational supplies and materials, equipment (clinical, office, and data <br />processing), and new positions.~A~encies that elect to establish new positions <br />are cautioned that we are scheduled to lose approximately $1.0 million in Low <br />Income Energy Assistance Block Grant transfers in FY 1993-94. We intend to <br />request incroa~d state funds to replace them, but cannot ~ar~ntee their <br />appropriation. <br /> <br />Each county's FY 1991-92 supplemen~Al allocation includes a minimum base amount <br />of $3,600. AW~itional amounts are based upon the MCH equity fo~],~la. In FY <br />1992-93, each county's supplemenfal allocation will include a maximum base <br />amount of $2,575. A~4~_tioDa] amounts will be allocated through the M~ equity <br />focaccia. The MC]{ Liaison and Executive C~adttees of the Association of Local <br />Health Directors endorsed this allocation strategy. There was consensus that a <br />larger base allocation this fiscal year will help ensure utilization of the <br />funds. A smaller base allocation was a~ upon for FY 1992-93 because of the <br />desire to move more quickly toward fumd~ng parity. <br /> <br />In addition to the increased federal appropriation, ~ are distributirg <br />$250,000 in one-time MCH Block Grant fur~ to local health de._na~_' La~nts. At the <br />request of the Association of Local Health Directors, we used ~ population <br />as the basis for def~_~Tmining each county's allocation.
