January 29, 1992 Mr. John Witherspoon Cabarrus County Manager P.O. Box 707 Concord, NC 28026-0707 Dear Mr. Witherspoon: In a regular meeting on January 23, 1992, the Cabarrus County Parks and Recreation Advisory Commission took action on the following items. The first item on the agenda was the final draft of the Cabarrus County Parks and Recreation Master Plan. This proposed plan was presented to the Advisory Commission by Gary Stewart of Woolpert Consultants. In preparing this plan, there was extensive discussion regarding the specific role that the Cabarrus County Parks and Recreation Department should take in providing future facilities and programs. The Master Plan Study Committee was composed of twenty people: ten members from the Cabarrus County Parks and Recreation Advisory Commission, one representative from the Cabarrus County Schools, one representative from the City of Kannapolis Schools, seven members of the Cabarrus County Parks and Recreation Department, and the Cabarrus County Planning Director. Since September 1990, this planning committee has met with Woolpert Consultants at regular intervals, at least once or twice monthly, and developed strategies over this fifteen months period. The Advisory Commission unanimously approved this new Cabarrus County Parks and Recreation Master Plan. Present at this meeting was commissioner Jeff Barnhart who recommended for the Advisory Commission to present this plan to the Cabarrus County Board of Commissioners during their March 2, 1992 meeting. Gary Stewart of Woolpert recommended a minimum of thirty minutes for the presentation to the Board of Commissioners and for questions/answers. Please inform me if this time and date would present any problem. I have enclosed for your review a copy of the final approved Master Plan for Cabarrus County Parks and Recreation.
