The City of Kzrmapolis and Cabarrus County school districts should offer outdoor recreational <br />facilities and indoor classroom/gymnasium space during "off school hours" for community <br />activities. School sites can help supplement the facility needs which normally occur at <br />community or neighborhood parks. <br /> <br />The quasi-public sector should continue their important role in complementing and supplementing <br />the public sector programs and facilities. The Cannon Memorial YMCA has been especially <br />instrumental in providing the majority of recreational opportunities for the City of Kannapolis. <br /> <br />Commercial recreation providers should provide facilities and programs that the public and quasi- <br />public sectors can not offer due to economic, legal, or ethical reasons. Existing facilities needs <br />such as golf courses, swim clubs, and shooting ranges should be developed by the private sector <br />through the support of the county. Large employers should assume more responsibility in <br />providing facilities and programs for their own employees. Land developers should be <br />responsible for the dedication of open space when associated with the development of new <br />residential, commercial or industrial properties. <br /> <br />A new large regional park is currently needed to ser','e the metrolina area. Cabarrus County <br />should support the Metrolina Coalition of Counties that recommends the development of a state <br />regional park in the noruhern portion of .Mecklenburg County. The State of North Carolina should <br />be responsible for acquiring and developing the 1000-acre park site. An alternative to a <br />Mecklenburg County site would be to consider a state park within the Reed Gold Mine property <br />in Cabarrus Coumy. <br /> <br />To sem'e the population projected by the 3'ear 2005, three district parks will be required within <br />the county. The Cabarvas County Parks and Recreation Department should be responsible for <br />providing these facilities. The south central portion of the county will be served by the existing <br />Frank Liske Park. The northwest and northeast portions of the county will be provided with two <br />new district parks. Each park site should be a minimum of 2~ acres in size and include a lake <br />or creek. <br /> <br />Alternative sites for the northwest district park in order of preference include: <br /> <br />1) Acquire Lake Concord in Kannapolis Township. <br />2) Acquire land adjacent to Coddle Creek Reservoir in Odell Township. <br />3) Acquire land in Kannapolis or Odetl Townships adjacent to the Rocky River, Coddle <br /> Creek or Irish Buffalo Creek. <br /> <br />Alternative sites for the northeast district park in order of preference include: <br /> <br />1) Acquire land in proximity of the new Mt. Pleasant High School site in Mt. Pleasant <br /> Townsh ip. <br />2) Acquire land along the Rocky River in Midland Township. <br />3) Acquire land in Nit. Pleasant, Georgeville, or Midland Townships along other portions <br /> of the Rocky River or Dutch Buffalo Creek. <br /> <br />The county should continue its commitment to maintain and operate Bakers Creek Community <br />Park through the joint effort between Rowan County and the City of Kannapolis. However, the <br />county should avoid operating or maintaining future community or neighborhood parks in the <br />county and focus on district parks. <br /> <br />ES-$ November 1991 <br /> <br /> <br />
