Community parks are needed in the municip~ities of Kannapolis, <br />Harrisburg, and Mt. Pleasant, and rdso the unincorporated communities of Midland, Odell and <br />Poplar Tent. The neighborhood parks are needed primarily in the municipaJities of <br />Concord, Harrisburg, and Mt. Pleasant. The county should expand their 50/50 ma~ching <br />incentive grant program annual budget to $100,000 enabling more participation in the <br />development of the above listed projects. <br /> <br />Through the 3,ear 2005, Cabarrus County should work closely with the Cities of Kannapo]is and <br />Concord in developing a 55eon mile greenway connection from Lake Concord to Frank Liske <br />Park. The cities would be responsible for the portion of the greenway within the incorporated <br />areas, the county for the remaining sections. <br /> <br />The county should encourage the quasi-public and private sectors to develop facilities that the <br />public sectors simply cannot provide due to economic, legal or ethical reasons. Immediate <br />facility needs include three golf courses, two swimming pools, and an archery/shooting range. <br /> <br />The park proposals and recommendations have been priorkkzed and broken down in~o five year <br />increments: <br /> <br />Years 1991-1995 <br /> <br />Acquiring Lake Concord for the development of a district park and complete planning. <br />If not available, pursue the first 200 acre site that is consistent with the Mas~er Plan. <br />Begin land acquisition, planning, and development of a greenway between Lake Concord <br />and Frank Liske Park. <br />Invest $100,000 per ),ear in the matching incentive grant program for community and <br />neighborhood parks. <br />Provide on-going maintenance improvemems to Frank Liske and Bakers Creek Park. <br /> <br />Years 1996-2000 <br /> <br />Complete development of the district park at Lake Concord and open to the public. <br />Acquire property in ',he Mt. l~leasam High School area for the development of a district <br />park and complete planning. If not available, pursue the first 200 acre site that is <br />consistent with the Master Plan. <br />Continue with land acquisition and development of a greenway between Lake Concord <br />and Frank Liske Park. <br />Invest $100,000 per )'ear in '`he matching incentive grant program for community and <br />neighborhood parks. <br />Provide on-going maintenance improvements to Frank I-iske, Bakers Creek, and the L~e <br />Concord Parks, in addition ~o the greenway system. <br /> <br />Years 2001-2005 <br /> <br />Complete development of the district park adjacent to Mt.
