Pleasant Parks, in addition to the greenway system. <br /> <br />New trends that will influence recreation programming in the 1990's include: <br /> <br />Increase in the elderly population will have an impact on the Special Populations <br />Division; <br />People migrming into Cabarrus County fi.om other urban areas will demand high quality <br />services; <br />Poor families and single parent households are increasing and will need to be addressed <br />in establishing new user fees. <br />There is more awareness on environmental issues resulting in more demand for <br />environmenI.q related programs; <br />There will be increased demands for recreation services with fewer financial resources <br />to conduct them. <br /> <br />Guidelines have been prepared to help establish policies for determining future recreation <br />programs for both short and long term needs. <br /> <br />The recreation dMsion must create a basic core level of quality service in concert with <br />operating budgets, facilities and staffing capabilities. There will be unmet needs, but <br />quality programs managea:l within the capacity of the dMsion better serves Se community <br />than numerous poorly operated programs. <br />The recreation dMsion must continue to be creative in searching for additional <br />community resources to tap into which can help supplement the core level of sec'ice <br />offered by the department. Joint programming with other leisure ser¥ice agencies, <br />partnerships for sharing facilities or staff, sponsorships with privme indusxry, <br />volunteerism, user fees and contract sen, ices can all help expand recreational <br />opportunities in the community without increasing demand on department resources. <br />Although resource management is essemia], programs will continue to expand over the <br />planning period. New programs should not be added until current programs operme <br />within a quali~y fashion. <br />The first obligation of the recreation division is to ser~,e Cabarrus County residents. <br />There should continue to be an effort to provide for a balanced recreational program with <br />a variety of popular active and passive evems. <br />The county should continue to maintain an on-going internal audit of ~eir existing <br />programs to measure effectiveness and help establish pricing policies. <br />In establishing the core level of ser¥ices, program priorities must be based on current <br />demand.
