Specific recommendations to address current issues include: <br /> <br />It is imporlant it this time to conduct a separate user fee study outside of the efforts of <br />the master plan. <br />User survey information should be carefully studied by the recreation department in <br />identifying new programs needs. <br />The master plan supports the current program division to remain wi~h some <br />modifications. <br /> <br />Recommendations for each program division includes: <br /> <br />Athletic~ <br /> <br />A recreation coordinator should be added to staff immediately to improve present level <br />of service. <br />Emphasis should be on quality, not quantity of programs even if it requires cutting back <br />on services. <br />Municipalities are recommended to assist with athletic programming. <br /> <br />Special Po,ulations/Soecial Events <br /> <br />This plan recommends that the existing Special Populations/Special Events Division be <br />broken into two sept-rate functions. Special Populations would focus strictly on <br />programming for senior citizens, youth and the handicap. <br />The separation should not occur until coordinated roles and responsibilities are agreed <br />upon bem'een the Parks and Recreation Department and the Department of Aging. <br />Special Populations must create more programs for teenagers. <br />The new Special Ex, ems Division would now be responsible ~'or existing special events <br />in addition ~o those under the Athletic DMsion. <br />Upon the separation, a special even:s super,,isor and recreation coordinator will need ~o <br />be employed. <br /> <br />Special Pro,rams <br /> <br />This division offers a high level of service for the community and additional staff is not <br />required for the f'.wure. <br />Since a majority of special programs occurs at school si~es, it would be desirable for the <br />County Manager and Superintendent of Schools to emer into a formal cooperative <br />agreement for use of classroom facilities when school activities are not in session. This <br />would help in expanding programs throughout the county. <br /> <br />Envirqnmemal <br /> <br />With the recent emphasis on environmental awareness, the department should form a new <br />Environmemal Division lead by a naturalist. <br />The Environmental Division would not be formulated until the second district park is <br />acquired and developed. <br /> <br />W&¢ert '. <br /> <br />E$-8 Novcm3tr 19.~1 <br /> <br /> <br />
