Newton/Planning, Zoning & Building Inspection <br />February 19, 1992 <br /> <br />Home Investment Partnerships Program <br /> <br />On January 27, 1992, the County Manager forwarded information to me <br />regarding the above program. Since then three meetings have been <br />held and numerous conversations occurred. In summary, I believe <br />that the County would be well advised to join in a consortium which <br />would initially include Concord and Cabarrus County. <br /> <br />We would coordinate an application with the City of Concord to <br />obtain FY 1992 monies in which local match monies and the buy-in <br />provisions have been waived. Early indications are that we could <br />reasonably expect between $800,000 to $1,000,000 from this program. <br />How the money would be split has not been determined; that type of <br />information would have to be determined as an actual application <br />was put together. Concord definitely already has plans for the <br />money. The mayor had appointed a citizen task force on affordable <br />housing. They are quickly working on a deal to use city owned <br />property along Rocky River Road for an affordable housing project. <br />Obviously, if permitted they would utilize all of the grant money. <br />A second interest has also emerged-Habitat for Humanity. They <br />would like to use the grant monies for some infrastructure <br />improvements to make a site they have usable for a small housing <br />project. Tied in with this is the desire of Kannapolis to name <br />Concord Housing Authority to Kannapolis's jurisdiction. <br /> <br />Where the County fits into this picture is simple-without us there <br />can be no consortium and therefore more limited funds and more <br />cumbersome policies and reviews. It is my opinion that we should <br />agree to name the Concord Community DevelQpment Proem that <br />already exists as the--~ad agency. This ~ould~ean that~much of <br />the administrative cost~-woul~bourn by the City. Concord has <br />been dealing with Mr. Dean Edwards and is likely to use his firm in <br />administering a part of their funds. <br /> <br /> Planning and Zoning Department <br />P,O.
