Memorandum <br />February 19, 1992 <br />Page -2- <br /> <br />Instead of signing on just to allow the area to get more money, the <br />county should develop a scattered housing site rehabilitation <br />pro--am for the rural area of the county. Preliminarily, I would <br />think tha~ we cOuld be cohSidering somewhere between 40 to 60 <br />houses. In addition we could probably work with the Department of <br />Aging's weatherization program to contract out to them some of the <br />insulation of these homes. In as much that Concord would be the <br />lead agency and we would be a sub-recipient, it appears that this <br />rehabilitation program can be implemented in the County without any <br />county funding (if we get into the program right away while the <br />match has been waived). This statement is based on an <br />understanding of the HOME program guidelines before the final and <br />official guidelines are in place. <br /> <br />Obviously, there is a lot more information to gather about this <br />emerging program. I will keep you informed. Within one week a <br />draft letter of intent will be prepared for your signature and the <br />city manager's signature. This will put the state on notice that <br />we will be presenting an application for this year's money. <br /> <br /> <br />
