Endorsement of the hub facility is critically important to this pro- <br />posed recommendation. The hub is the nerve center where many of the criti- <br />cal services will continue to be provided and to which referrals will be made <br />from the community service centers. Cabal'ms County is at an important <br />crossroad in its human service delivery program. A decision is necessary. <br />That decision could be to continue as is by increasing space at the current lo- <br />cations of human service providers. The Committee believes that the more <br />logical decision is to begin planning immediately to consolidate the ser- <br />vices in a hub facility with appropriate services located in satellite corn- <br /> <br />mtmity service centers (schools). <br /> <br /> The rationale for this recommendation includes the need to make serv- <br />ices more accessible, to treat the parent and child as a family unit, to <br />emphasize preventive services, to utilize existing and soon to be built facilities, <br />to control administrative costs at a central facility, to remedy existing fragmen- <br />tation of space and services, to designate schools as true community centers, <br />and to detelmine services based on the needs identified within a particular <br />community. <br /> <br /> The decision point on pursuing this recommendation is critical because <br />of the school system's plans to pursue funding for the purpose of new school <br />construction. <br /> <br /> The Committee suggests that two sites, either new construction sites or <br />existing schools, be chosen for the purpose of providing the starting point for <br />this new program. If this initial program is successful, additional sites should <br />be considered. <br /> <br />The Committee recommends that: <br /> <br />[~ECOMMENDATION <br /> #2 <br /> <br />A Task Force composed of representatives <br />from the School Board, County Commission, <br />the 21st Century Committee and human ser- <br />vices staff be charged with selecting the appro- <br />priate locations for the two initial satellite ser- <br />vice sites and to suggest an appropriate <br />location for the "hub"facility. <br /> <br />After the sites have been chosen, human service providers should be charged <br />by the County Commission to: <br /> <br />· <br /> <br /> RECOMMENDATION <br /> #3 <br /> <br />Design a program of serv/ces to be offered at <br />each of the two satellite sites with a rationale <br />based on community need and with a particu- <br />lar emphasis on preventive services. Public, <br />private and volunteer sector services shou/d be <br />considered. <br /> <br /> <br />
