Given the growth of critical human service needs in Cabarrus County, the primary county human service agencies predict that additional staff and space will be needed between now and the beginning of the next century. The most current need relates to the Health Department. The agencies estimate they will need 50-75,000 new sq. ft. by the beginning of the next century sug- gesting that space will have to be added regardless of the model used. This analysis surfaces the need to consl,,d, er .f,unding for the additional space. Based on the recommendation that a hub plus community service sites be pursued, the Committee suggests the following recommendation: [{E C O MME NDA TI O N #4 The Cabarrus County Finance Department em- Pifloy the appropriate consultant or consultants needed to estimate the cost of developing a hub and school satellite service sites. The Fi- nance Department co~_dd then incorporate these estimates into the county's capital im- provements planning process. Among the funding options that the Finance Department and the consultant might consider are: Use the funds now going for leased space for a number of services to build new space on a lease purchase arrange- ment. Sell valuable land and facilities that will no longer be needed and apply those funds to the recommended programs. 3. Utilization of current department funding. Build in the needed funding for sites at the schools in any bond referendum. The remainder will need to be funded through regular appro- priations from the County's general fund and/or through a bond referendum. The Committee does not believe that the federal or state governments or foun- dations are likely to provide significant funding for the recommended capital projects. In terms of the charge to detemdne the best method for providing long- range planning for Cabarrus County human services, the Committee recom- mends the following:
