Given the growth of critical human service needs in Cabarrus County, <br />the primary county human service agencies predict that additional staff and <br />space will be needed between now and the beginning of the next century. The <br />most current need relates to the Health Department. The agencies estimate <br />they will need 50-75,000 new sq. ft. by the beginning of the next century sug- <br />gesting that space will have to be added regardless of the model used. <br /> <br /> This analysis surfaces the need to consl,,d, er .f,unding for the additional <br />space. Based on the recommendation that a hub plus community service <br />sites be pursued, the Committee suggests the following recommendation: <br /> <br />[{E C O MME NDA TI O N <br /> #4 <br /> <br />The Cabarrus County Finance Department em- <br />Pifloy the appropriate consultant or consultants <br /> needed to estimate the cost of developing a <br />hub and school satellite service sites. The Fi- <br />nance Department co~_dd then incorporate <br />these estimates into the county's capital im- <br />provements planning process. <br /> <br />Among the funding options that the Finance Department and the consultant <br />might consider are: <br /> <br />Use the funds now going for leased space for a number of <br />services to build new space on a lease purchase arrange- <br />ment. <br /> <br />Sell valuable land and facilities that will no longer be needed <br />and apply those funds to the recommended programs. <br /> <br />3. Utilization of current department funding. <br /> <br />Build in the needed funding for sites at the schools in any <br />bond referendum. <br /> <br />The remainder will need to be funded through regular appro- <br />priations from the County's general fund and/or through a <br />bond referendum. <br /> <br />The Committee does not believe that the federal or state governments or foun- <br />dations are likely to provide significant funding for the recommended capital <br />projects. <br /> <br /> In terms of the charge to detemdne the best method for providing long- <br />range planning for Cabarrus County human services, the Committee recom- <br />mends the following: <br /> <br /> <br />
