· <br /> <br /> RECOMMENDATION <br /> #5 <br /> <br />The County Commission appoint a Human Ser- <br />vices Planning Committee composed of nine <br />members for the purpose of overseeing the <br />hub/service center planning and implementa- <br />tion process. Additionally, this committee an- <br />nually would prioritize funding requests made <br />to the County Commissioners for new or ex- <br />panded services. <br /> <br /> The 21st Century Committee suggests that the nine member body is <br />composed in the following manner: each member of the Cabat't'as County <br />Board of Commissioners appoint one committee member and each of the four <br />human service agency boards appoint one. The 21st Century Committee sug- <br />gests that members on the Human Services Planning Committee serve a teim <br />of two years with a limit to two reappointments to the Committee. To foster <br />stability at the outset, it is suggested that the first appointments into two class- <br />es with the first class (two commissioner and two agency appointees) serving <br />for a one-year term and the second class (three commissioner and two agency <br />appointees) serving for a two-lrear term. After the first year of operation all ap- <br />pointees would have a term of two years. <br /> <br /> Attached are possible scenarios for implementing the hub concept, a tim- <br />ing matrix and a decision tree. The Committee suggests that the County Com- <br />mission consider the information contained in these appendices as it decides <br />on the primary recommendations included in this report. <br /> <br />C. CONCLUSION <br /> <br /> The 21st Cent _ury Committee believes that the recommendations con- <br />rained in this report offer Cabarrus County the opportunity to move to the fore- <br />front in refom~ng a human service delivery system that is viewed as being anti- <br />quated. The Committee recognizes that recommendations suggesting a major <br />deviation from the status quo are difficult both to enact and implement. The <br />members of the Committee stand ready to help in any way they can in educat- <br />ing the public about the proposed recommendations. <br /> <br /> <br />
