Cost Containment Plan <br />Page 3 of 4 <br /> <br />Processinq of Ideas: <br /> <br />1. Ideas are to be forwarded to the department head for his/her <br />review and consideration. It will be the responsibility of the <br />department head to implement those ideas which are deemed feasible. <br /> <br />2. The department head may solicit input when assessing the idea <br />from the cct, division heads, the personnel officer, budget <br />officer, and others as he/she deems necessary. <br /> <br />3. Those programs which have been selected by the department head <br />will be forwarded to the budget officer, and the personnel officer <br />where needed, to verify the cost savings and the personnel <br />implications. <br /> <br />4. Once verification has occurred, the County manager will be the <br />final authority as to placing the program on the list of cash award <br />eligible programs. <br /> <br />5. Ail selected programs shall be kept on a master list with the <br />County Manager. <br /> <br />6. Parenthetically, should a cct in one department think of a <br />possible cost saving in another department and it is a savings <br />involving a coordinated program, the two departments should work <br />together. If, however, there is no interaction between the two <br />departments in regards to that concept then the idea should simply <br />be forwarded from one department head to the other who would then <br />process the idea as he/she see fits. <br /> <br />7. When a concept is presented to the department head that is <br />countywide in terms of impact or implementation then the concept <br />will be presented at the monthly department head meeting for review <br />and discussion. It will then be up to the manager to determine <br />whether or not it will be implemented, partially followed or not <br />implemented. <br /> <br />Awards: <br /> <br />1. Although many projects will save the County money in annual <br />operating expenses there will also be projects that cannot be <br />quantified but nevertheless represent significant programs. <br /> <br /> 2. Therefore all projects, which have been kept on the master <br /> list with the County Manager, will be recognized in some fashion by <br /> the County Manager. At a minimum, (1) a note shall be placed in <br /> the individual's work file kept with the personnel officer <br /> indicating his/her involvement in the particular cost saving <br />=project, and (2) a certificate will be issued to the individual or <br />the team members. <br /> <br /> <br />
