Normally an I-2 zoning district ~would require that <br />sewer service be available to the property, but the special use <br />request limits this zoning district to basically what is in <br />operation and current water and wastewater services are more than <br />adequate. <br /> <br />PERFORMANCE STANDARDS <br /> <br />Ail land uses are required to meet the performance standards listed <br />in Section 5.21 of the Zoninq Ordinance. In particular, those <br />standards dealing with electrical disturbance/interference, noise <br />and vibration seem most applicable to the speedway use. A change <br />to I-2 zoning will loosen the standards that the racetrack is <br />required to meet, but it is important that the petitioners be able <br />to prove that they will meet the standards. (See Attachment "B") <br /> <br />SUMMARY <br /> <br />The Concord Motor Speedway is an established land use that has <br />affected development of the area around it. This request to change <br />the zoning of the property to match the use is basically a <br />recognition of those facts. The staff recommends that this <br />petition be approved with the condition that connection to County <br />water is made and with the assurance that the Zoning Ordinance's <br />performance standards be met. <br /> <br /> <br />
