Resolution

3. The thresholds for requiring architectural services fo)' the construction
and repair of public buildings should be increased. -- Currently, )~orth Carolina
General Statutes 123-1.1 and 143-!35 require design by architect fo~ relatively
small projects which a large contractor can competently construct. The ta×~a?er
should not bear the unnecessary cost of employing an architect and ~he increased
contrector cost which usually results.

A~D BE IT FURTHER RESOLVED BY THE COUNTY CDHMISSIONERS OF BURKE COUNTY,
that traditional sources of local government revenue should not be disturbed.
Counties and cities perform essential services. The cost of these ser¥ices,
many of which are mandated, is constantly increasing es are the number cf services
mandated. To reduce state reimbursements or other county sources of revenue
in such circumstances is to raise local taxes by action of' the legislature.
~e, therefore, urge the ~orth Carolina ~eneral Assembly and ~he )~'orth Carolina
Association of County Co,-~issioners to wholeheartedly support the integrity of
local revenue sources.

AND BE IT FURTHER RESOLVED BY THE COUNTY COMMISSIONERS OF BURKE COUNTY,
that a copy of this resolution be forwarded to each me~ber of Burke County's
legislative delegation, to the l;orth Carolina Association of County Commissioners
and to each County Board of Commissioners in ~orth Carolina.

This the 17th day of March, 19~2.

A1 FEST:

Ronnie Thompson, Chairman
Burke County Board of Co~issioners

Burke County Board of Co~r~issioners

lO
