Support the appropriation of funds to implement the Child <br /> Mental Health, Adult Substance Abuse and Child Substance <br /> ~use plans a!readv approved by the Legislature. <br /> <br /> 2. Support catch up funding for those area mental health <br /> programs below the mean in per capita state and federal <br /> funding. <br /> <br /> 3.
