I R RRU$ OU 1TI <br /> <br />March 12, 1992 <br /> <br />Senator Fletcher Hartsell <br />77 McCachern Boulevard SE <br />Concord, North Carolina 28025 <br /> <br />Dear Fletcher: <br /> <br />I am writing this letter to remind you of an issue we discussed <br />last Fall, the allocation of Elderly and Handicapped <br />Transportation Assistance Program (EHTAP) funding for prenatal <br />care. <br /> <br />As you are aware, this funding is administered through the Public <br />Transportation and Rail Division of NCDOT. In FY 1992 the County <br />received a total of $30,344 for transportation through this <br />program. The "regular" EHTAP amount of this was $27,168 and the <br />new type of EHTAP funding, Medicaid Transportation Assistance <br />Program (MTAP) was $3,176 of the total. <br /> <br />I have no problem, and am glad to see, the funding designated to <br />provide transportation for prenatal services and checkups for <br />young children. The problem I have, as we have discussed, is that <br />the MTAP funding must be used as a subsidy to existing medicaid <br />funding that includes transportation to the service being <br />provided. <br /> <br />The regular EHTAP funding acts as an expansion of services, and is <br />designated to be used for services that are not provided through <br />existing programs. The MTAP portion of EHTAP simply adds to the <br />existing medicaid funding, and cannot be used to serve people who <br />are on the brink of eligibility for medicaid. The result is that <br />individuals who are striving to remain off of medicaid and other <br />DSS programs receive no benefit from this program, only those who <br />are currently eligible. <br /> <br />Allowing the expenditure of the MTAP portion of the EHTAP funding <br />in the same manner as the other EHTAP funding would be a solution <br />to this problem. We could provide transportation to those people <br />who are not currently eligible for Medicaid, yet do not have the <br />insurance and/or income to receive prenatal care from a private <br />source. This could be accomplished by providing free trips to <br />receive these services at the Health Department through the MTAP <br />portion of the EHTAP funding. <br /> <br /> Planning and Zoning Department <br /> <br />PO Bcx 707 · Concord.
