McDO~ELL COUNTY <br /> <br /> RESOLUTION <br /> REQUESTING THAT PUBLIC SCHOOL ENERGY COSTS <br />AGAIN BE TREATED AS A STATE FINANCIAL RESPONSIBILITY <br /> <br /> %~{EREAS, the 1991 North Carolina General Assembly began <br />the phase-out of state funding for Public School Energy Costs; <br />and <br /> <br /> %~]EREAS, this action by the State of North Carolina places <br />a new financial responsibility of $225,415 on McDowell County <br />local government and $35,984,481 in all 100 counties; and <br /> <br /> ?~EREAS, sufficient notice was simply not provided to <br />counties to prepare for this new financial burden; and <br /> <br /> %~EREAS, the primary responsibility of financing Public <br />School Energy Costs has historically been provided by the <br />State of North Carolina; and <br /> <br /> WHEREAS, the North Carolina General Statutes do not specify <br />Public School Energy Costs as a local responsibility; and <br /> <br /> ~EREAS, the McDowell County Board of Education concurs <br />with this Resolution and believes that Public School Energy <br />Costs should be state financed, <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the McDowell County <br />Board of Commissioners requests that the North Carolina General <br />Assembly assume financial responsibility for Public School <br />Energy Costs. <br /> <br /> BE IT FURTHER RESOLVED, that this Board requests the <br />assistance of the North Carolina Association of County <br />Commissioners, the N.C.
