WHEREAS, the National Association of Counties has urged Congress to hold <br />hearings on the impact of recent and potential postal rate increases on local governments, <br />and <br /> <br /> WHEREAS, such hearings were held in November 1991, and the recommendations <br />of the National Association of Counties and local governments throughout the United States <br />are now before the U.S. House of Representatives Subcommittee on Postal Operations and <br />Services of the Committee on Post Office and Civil Service, and <br /> <br /> WHEREAS, it is now imperative that local governments throughout the Un/ted <br />States show their support for the implementation for such Legislation, <br /> <br /> THEREFORE, BE IT RESOLVED that Cabarrus County does hereby urge the <br />Congress of the United States to support Legislation to establish a local government postal <br />rate or the utilization of the "not-for-profit" rate for local governments for the distribution <br />of mandated services at the local level such as jury service notices, voter registration <br />receipts, tax notification, utility bills, etc. in an effort to benefit the taxpayers of the United <br />States at the local level. <br /> <br />day of ., 1992. <br /> <br />ATTEST <br /> <br />Carolyn B.
