SOCIAL SECURITY EXEMlYlION FOR E! F. CTION WORKERS <br /> <br /> WI4F~RI~AS, The Congress of the United States passed The Omnibus Budget <br />Reconciliation Act of 1990 which extended Federal Insurance Contributions Act (FICA) <br />coverage to election officials or election workers who earn $100.00 or more in a calendar <br />year, and <br /> <br /> WIq'F~RI~-AS, the withholding of FICA from the pay of election workers will cause <br />numerous problems at the State and local level throughout the United States, due to the <br />requirement that such withholdings be matched by State and local governments resulting in <br />the very real possibility that election workers will expect their pay be increased to <br />compensate for this loss of income, thus farther increasing the matching costs and increased <br />costs to State and local governments, and <br /> <br /> WHERRAS, such actions will require considerable bookkeeping and maintenance <br />thus necessitating, in all probability, the hiring of additional clerks throughout the State and <br />local governments to maintain records of such items as well as the reporting of such <br />withholdings by means of W-2 forms to election workers and the Federal Government, and <br /> <br /> WI4F.~, there is a bipartisan effort to eliminate this requirement that FICA be <br />withheld from the pay of election workers, <br /> <br /> THEREFORE, BE IT RESOLVED that Cabarrus County does hereby urge the <br />Congress of the United States to support legislation which Mil repeal that portion of the <br />Omnibus Budget Reconciliation Act of 1990 which requires that FICA be withheld from the <br />pay of election officials or election workers. <br /> <br />day of ,1992. <br /> <br />ATrEST <br /> <br />Carolyn B.
