Day, Budget Officer lX~'~ <br /> <br />SUBJECT: Social Security Exemption for Election Workers and Local Government Postal <br /> Rate <br /> <br />The National Association of Counties has asked that you adopt the attached resolutions and <br />forward them to North Carolina's Senators and the County's Congressional Representatives. <br />They also ask that the Local Government Postal Rate Resolution be sent to Representative <br />Frank McCloskey, Chairman of the Subcommittee on Postal Operations and Services. <br /> <br />The first resolution seeks repeal of the portion of the Omnibus Budget Reconciliation Act <br />of 1990 that requires that FICA be withheld from the pay of election workers. Cabarrus <br />County has 196 part-time election workers on payroll for a total of $34,493.50. The County's <br />corresponding FICA expenditure is $2,138.13. <br /> <br />The second resolution urges Congress to establish a local government postal rate that is <br />lower than the current rates paid by governments.
