MINUTES <br /> CABARRUS COUNTY PUBLIC HEARING <br /> F¥'93 AGING FUNDING PLAN <br />HOME AND COMMUNITY CARE BLOCK GRANT FOR OLDER ADULTS <br />APRIL 6, 1992 <br /> <br />A Public Hearing to receive comments on the FY'93 Aging Funding <br />Plan for Cabarrus County was held in the Commissioners' Room of the <br />Cabarrus County Governmental Center on April 6, 1992. The Public <br />Hearing was opened at 5:30 p. m. by Sue Archer, Aging Program <br />Administrator with the Centralina Council of Governments Area <br />Agency on Aging. The Area Agency on Aging was appointed by the <br />Cabarrus County Board of Commissioners as the Lead Agency to <br />develop the FY'93 Aging Funding Plan. <br /> <br />Sue Archer reviewed the legislation which established the Home and <br />Community Care Block Grant (HCCBG) for Older Adults to be <br />implemented July 1, 1992. Some of the primary provisions of this <br />legislation give more opportunity for local decision making at the <br />county level and consolidates nine previous funding sources for <br />services to older adults into one block grant. She also <br />acknowledged the work of the Advisory Committee appointed by the <br />Cabarrus County Board of Commissioners to assist in the development <br />of the County's FY'93 Aging Funding Plan. The County Services <br />Summary of the County Funding Plan was distributed. (Copy <br />attached.) Sue Archer summarized this sheet emphasizing the <br />services to be provided in FY'93, the agencies to provide those <br />services, the grant funds allocated to each service, the amount of <br />required local match funds, the number of units, the unit cost rate <br />for each unit and the projected number of clients to be served <br />during the grant period. She explained that the unit cost rates <br />had been developed according to instructions provided by the <br />Division of Aging and included the prescribed cost of living <br />increase allowed by the Division of Aging as well as the average <br />amount of contributions made by users of the service. <br /> <br />Eleanor Koski, Director of the Department of Aging, reviewed the <br />services the Department of Aging will be providing with Home and <br />Community Care Block Grant funds-Transportation, In-Home Aide II <br />(respite services), Housing/Home Improvement and Congregate <br />Nutrition-as well as other services and the current level of <br />services provided to older adults by the agency. <br /> <br />Rod Duncan, Adult Services Supervisor with the Department of Social <br />Services, reviewed the two services that the Department of Social <br />Services will prouide with HCCBG funds-In-Home Aide I (chore) and <br />In-Home Aide II (homemaker).
