ADDENDUM TO PUBLIC HEARING <br />CABARRUS FY'93 AGING ~ING PLAN <br /> <br />The Home and Community Care Block Grant (HCCBG) Advisory Committee <br />met several times during February and March, 1992 to assist in the <br />development of the FY'93 Aging Funding Plan for Cabarrus County. <br />As a result of those meetings, the HCCBG Advisory Committee <br />proposed that five (5) of the services to be provided in the FY'93 <br />Aging Funding Plan are the same as the services currently being <br />funded with comparable grant funds. They are In-Home Aide services <br />(Levels I and II), Transportation, Adult Day Care and Congregate <br />Meals. Although there is a slight decrease in these grant funds <br />for aging services to the County for FY'93, these five (5) services <br />would be funded at the current levels for FY'93 since they have <br />been determined to be high priority services in the county. The <br />Advisory Committee proposed that funding for Health Screening and <br />Institutional Respite services would be discontinued with HCCBG <br />funds. The portion of funding for Institutional Respite services <br />for FY'92 would be transferred into Adult Day Care services for <br />FY'93 which is typically the service being provided with the funds. <br />The Advisory Committee proposed that the remaining grant funds be <br />designated to provide Housing/Home Improvement services to <br />supplement/compliment the limited weatherization services already <br />being provided by the Department of Aging with other funding <br />sources. <br /> <br />Following the Public Hearing on the FY'93 Aging Funding Plan for <br />Cabarrus County on April 6, 1992, the HCCBG Advisory Committee met <br />on April 8, 1992 to review comments made at the Public Hearing. Of <br />most concern were those comments relating to the Health Screening <br />service. <br /> <br />The Advisory Committee proposes that no changes be made to the <br />Aging Funding Plan as a result of the Public Hearing for the <br />following reasons: <br /> <br />While the Health Screening service is acknowledged as a good <br />service and one that is needed by older adults, it has not <br />received high priority rankings during various needs <br />assessments in recent years, nor by this HCCBG Advisory <br />Committee. The Committee felt that limited funds should be <br />used for those services that continue to receive high priority <br />rankings. The Committee also acknowledged that some health <br />screenings targeted to older adults are being done already in <br />the community and will continue to be done at the Cabarrus <br />Senior Center, though the screenings may not be as thorough as <br />those previously provided. <br /> <br />Housing needs have appeared near the top of any priority <br />listing of needs of older adults for many years in Cabarrus <br />County. During the months of work to prioritize services for <br />the 1991 State Aging Plan, Housing was ranked number two (2) <br />with the need for In-Home services was ranked number one (1) <br />and Transportation was ranked number three (3). <br /> <br /> <br />
