STAFF ANALYSIS - PETITION 92-05 <br /> <br />The petitioner is requesting a change from ARR to O-I which is in <br />effect a change from transitional rural residential to transitional <br />commercial-office. The analysis of this rezoning will consider the <br />compatibility of the O-I uses with the area, the projected future <br />land use, and the overall zoning pattern. <br /> <br />The immediate area surrounding this proposed rezoning is a mix of <br />uses. To the east of this property at the crossroads of N.C. 24/27 <br />and U.S. 601, is a node of community and general businesses, while <br />to the west, south and north are rural residential uses and vacant <br />land. Most of the homes in the area predate the commercial uses, <br />and development (what little there has been) has been mostly non- <br />residential. <br /> <br />The Midland Area Plan indicates the most appropriate future land <br />use on this part of N.C. 24/27 is commercial/office. This is based <br />on the existing development, the trends in the area, and the <br />scheduled improvement to N.C. 24/27. <br /> <br />This property is within a half mile of the main commercial node in <br />the area. The zoning at the intersection of N.C. 24/27 and U.S. <br />601 is a mix of C-2 and C-3 commercial and there are approximately <br />17 businesses in the area. The 0-I district is intended to act as <br />a transition or buffer zoning between residential and commercial, <br />and to allow businesses that are more compatible with existing <br />residences. <br /> <br />This petition is consistent with the intent of the Midland Area <br />Plan and the County Zoninq Ordinance, and staff recommends that it <br />~e approved. <br /> <br /> <br />
