E. ~roposal Content <br /> <br />The Consultant's proposal must contain four parts. <br /> <br />1. Technical - Describe the approach to be taken in addressing <br /> both the application preparation and the administration of the <br /> grant, if successful. <br /> <br />2. Manaqement and Staffinq - Describe the management plan to be <br /> used, staffing configuration and the like. A brief resume of <br /> each individual involved, their hourly rate and their direct <br /> experience in both the preparation of ED applications and <br /> the administration of ED grant projects is required. <br /> <br />3. Prior Related Experience - A brief description of ED experience <br /> gained in projects funded through CDBG including contact person& <br /> phone numbers for each referenced job. <br /> <br />4. Fee Proposal <br /> <br />F. Factors for A~ard/Evaluation Criteria <br /> <br />The followin9 factors will be used in evaluating the Consultant's <br />proposal and the award of contract: <br /> <br /> 1. Technical Approach/Understanding of Project 20 Point~ <br /> 2. Work Management Plan/Experience of Personnel 15 Points <br /> <br /> 3. ED Experience of Individuals/Firm <br /> 4. Familiarity with the Local Context <br /> 5. Fee Proposal <br /> <br /> Total Possible Points <br /> <br />G. Federal and State Terms and Conditions <br /> <br />15 Poin t:~ <br /> <br /> 5 Points <br />70 Point:: <br /> <br />The Consultant must comply with all requirements of the N.C. CDBG <br />Program regulations (15 NCAC 13L) and all amendments thereto. <br />Procurement and contract procedures in 24 CFR 85 will also be <br />followed. <br /> <br /> <br />
