CABARRUS COUNTY <br />REQUEST FOR PROPOSAL <br />APPLICATION PREPARATION <br /> GRANT ADMINISTRATION <br /> <br />A. Problem Statement <br /> <br />Whitley Manufacturing Company, located in Midland off highway 601 <br />South on Whitley Road, lost its main manufacturing building to <br />fire on May 23, 1992 putting %hem out of business. Their 42 <br />employees are on temporary layoff. In order to get them back to <br />work the building must be rebuilt. The facility needs a sprinkler <br />system for fire protection. The nearest acceptable water line is <br />several miles away on highway 601. The County expects to submit a <br />grant application for funding to extend water to the Whitley site. <br /> <br />The County needs to contract out for the expertise necessary to <br />prepare an Economic Development Application and to administer the <br />project if funded. As a result the County is soliciting proposals <br />from qualified firms to provide these services. <br /> <br />B. Scope of Work <br /> <br />App%~cation Preparation - Prepare all tasks necessary resulting <br />in a complete application for grant funds for the above mentioned <br />water installation. <br /> <br />Grant Administration - Perform all activities necessary to commence <br />approved activities. Perform all general administrative tasks <br />including all State and Federal requirements associated with ED <br />grant administration. <br /> <br />C. Consultant Selection Procedures <br /> <br />Proposals will be reviewed and a recommendation will be forwarded to <br />the governing body at their next regular meeting for consideration. <br />After considering factors outlined in Section F, the consulting firm <br />will be selected subject to negotiation of fair and reasonable <br />compensation. Offerors will be notified by mail of the decision. <br /> <br />Application preparation will commence within 2 days of award of contract. <br /> <br />D. Fee Schedule <br /> <br />Please provide an hourly rate for all personnel involved in the <br />project. The maximum allowable fee for the application preparation <br />is $6,500.00. The grant request is expected to total $400,000. <br /> <br /> <br />
