Attachment A - <br /> <br />INTRODUCTION <br /> <br />The following policy represents an effort to comply with the requirements of North Carolina <br />law for contracts which involve construction or repair work or for the purchase of materials, <br />equipment or supplies. It insures that County employees are aware of the structure through <br />which a contract may be awarded or a purchase may be secured. Heretofore, no written <br />policy or procedure through which contracting purchasing decisions were made existed. <br />Consequently, while this policy is consistent with unwritten but established procedures for <br />the purchases of goods and services, several changes have been incorporated in an effort to <br />clarify several contracting and purchasing situations which invariably prompt questions or <br />accelerate the approval of low-value purchases. <br /> <br />FUNCTION <br /> <br />Purchasing is a function of the County Manager's Office which will oversee this process to <br />assure that the County is in compliance with all regulations. <br /> <br />CONTRACTS REQUIRING FORMAL BIDS <br /> <br />The County Manager's Office is responsible for obtaining formal bids even when the bid <br />documents are prepared by an architectural or engineering firm. The formal bidding <br />procedure is initiated by the using department filing a request with the County Manager. <br />Contracts that require the use of the formal bid procedure are: <br /> <br />Construction or repair work requiring the estimated expenditure of $50,000 <br />or more. <br /> <br />The purchase or lease-purchase of materials, equipment, food services, or <br />supplies requiring an estimated expenditure of $20,000 or more. <br /> <br />Except; <br /> <br />For purchases of gasoline, diesel fuel, alcohol fuel, motor oil or fuel <br />oil. These may be purchased after receiving informal bids, regardless <br />of the size of the expenditure. <br /> <br />In cases of special emergency involving the health and safety of the <br />people or their property. <br /> <br />c.
