Day, Budget Officer~ <br />August 12, 1992 <br /> <br />SUBJECT: Cabarrus County Contracting and Purchasing Policy <br /> <br />Please consider adopting the attached revisions to the Cabarrus County Contracting and <br />Purchasing Policy. The recommended changes are underlined. The County Manager and <br />Finance Director agree these changes will clarify and improve the policy. <br /> <br />Attachment A shows the addition of"Food Services" to items under Contracts REQUIRING <br />FORMAL BIDS. This is simply for clarification. <br /> <br />Attachment B proposes additional requirements to the bid opening procedure to ensure all <br />bid openings are performed properly. <br /> <br />Attachment C raises the purchase order minimum from $50 to $100. This should reduce <br />paperwork and increase response time for small orders. Also, "Health and Medical <br />Supplies" is added to the items which do not require purchase orders. These items probably <br />account for more purchase orders than any other type of purchase. The savings in time, <br />paperwork, postage and response time should be considerable.
