VISION CABLE OF METROLINA
909 KANSAS STREET
KANNAPOLIS, N.C. 28081
704-938-5156

August 24, 1992

Mrs. Carolyn Carpenter, Chairperson
Cabarrus County Commissioners
PO Box 707
Concord, NC 28026-0707

Dear Mrs. Carpenter:

We are pleased to enclose our proposal for the renewal of our franchise
for an additional period of 15 years, as contemplated by our current
agreement.

Over the years that Vision Cable has operated in Cabarrus County, we
have made a major investment in the community and its cable system.
System enhancement has been the hallmark of our operation. The
selection of services delivered has grown from 24 to 43 channels, and
every year has produced both technological improvement and cable
extensions into new subdivisions and previously unserved areas. In
addition, we have strived to provide the best customer service in the
county and were especially pleased to have been the first cable system
in the state to receive the National Cable Television Association's
Seal of Good Customer Service. As you are aware, we have been able to
provide these services while maintaining rates much lower than many
cable systems in nearby areas.

I believe the enclosed proposal is fairly self-explanatory. We request
that you schedule a public hearing for comment and approval. I would
be pleased to meet with you at your convenience to answer any questions
you may have.

Sincerely,

Robert M. Melton,~_Jr.
General Manager

RMM:db

Enclosure

cc: Mr. John Witherspoon
