IC~BARI~US COUI~ffl

MEMORANDUM

TO:

Cabarrus County Board of Commissioners
John V. Witherspoon, County Manager

FROM: Don Moorhead, Personnel Officer

DATE: May 12, 1992

SUBJECT: Request for Funding to Purchase Hepatitis B Vaccine for Sheriff's
Department Employees

The Occupational Safety and Health Administration's Bloodborne Pathogens Standard
became effective March 6, 1992. One of the key provisions of the standard is the
requirement that "universal precautions" be followed whenever occupational exposure to
blood and other potentially infectious materials exists. Another key provision is that each
employer who has employees covered by this standard make available free of charge the
hepatitis B vaccination series.

Under the wording of the standard, all employees who could be "reasonably anticipated" to
face contact with blood or other potentially infectious materials through the performance
of their job duties, including employees trained in first aid and who are designated by their
employer as responsible for rendering medical assistance. Emergency Medical Services and
Health Department personnel have already received Hepatitis B shots under prior
guidelines. But this new standard now includes jail, patrol and court personnel of the
Sheriff's Department.

Therefore, it is requested that $11,000 (100 office~s multiplied by $110 per series of shots)
be transferred to the Medical Supplies account of the Health Department so they may order
the needed vaccine.

This standard has training, recordkeeping, and other requirements that are being developed.
Choreprovider positions (approximately 150 employees) may also come under this standard,
a final determination will be made on this in the near future.

DM/thh

Office of the County lvlanager
P.O.
