AN ACT TO PREVENT THE OPERATION OF LOUDSPEAKERS, <br /> AMPLIFYING SYSTEMS, AND PUBLIC ADDRESS SYSTEMS IN CABARRUS COUNTY <br /> <br /> The General Assembly of North Carolina do enact: <br /> <br /> Section 1. That it shall be unlawful for any person to operate any <br />loudspeaker, amplifying system, or public address system for the purpose <br />of making voice, music or other sound audible outside of the structure or <br />vehicle wherein the sound originates, unless the operator of such loudspeaker <br />or amplifying system has secured a permit from the board of county commissioners. <br />Such permits shall be issued only after a finding by the board that the <br />proposed operation of such loudspeaker or amplifying system will not be <br />injurious to the public welfare of the county: Provided, that this Act <br />shall not apply to any person operating such sound devices wholly within any <br />structure or vehicle for the better hearing of guests or patrons therein; <br />Provided, further, that this Act shall not prevent the use of such sound devices <br />when the purpose of such use is to prevent loss of life or injury to persons <br />or property. <br /> <br /> Section 2. Any person violating any of the provisions of this Act shall <br />be guilty of a misdeameanor, and, upon conviction, shall be punished by fine <br />or imprisonment, in the discretion of the court. <br /> <br /> Section 3. That this Act shall apply only to Cabarrus County. <br /> <br /> Section 4. That all laws and clauses of laws in conflict with this Act <br />are hereby repealed. <br /> <br /> Section 5. That this Act shall be in full force and effect from and <br /> <br />after its ratification. <br /> <br /> In the General Assembly read three times a~d ratified, this the 12th <br /> <br />day of March, 1941. <br /> <br /> <br />
