A second phase is also being proposed. This phase will include <br />another five sound stages. The timing of phase two is not yet <br />determined and will be based upon the demand and use of the initial <br />stages. <br /> <br />The overall complex will be secured by hired security workers who <br />will also be certified as first responders to help in any emergency <br />that may arise on the property. Fire protection will include both <br />fire trucks on the property with trained operators and sprinkling <br />of the sound stages and other buildings according to State Building <br />Code. <br /> <br />A back lot is also being proposed on the property to be rezoned. <br />This site will be completely hidden from the exterior of the site <br />as it is used for outdoor filming and for the creation of large, <br />outdoor, and street scenes. <br /> <br />An access for emergency purposes only is being sought via Club View <br />Drive. However, this access is not required as the NCDOT is <br />involved in the design work of the roadway to the property. As has <br />been noted in the detailed traffic impact report access to the <br />property is being planned from NC 200. <br /> <br />Relationship to Area Plan <br /> <br />The property lies within the study boundary of the Eastern Area <br />Plan. Within the land use study many important issues were <br />discussed and potential solutions listed. Residents called for <br />water and sewer improvements yet sought to retain the rural <br />character. They were interested in more job opportunities but not <br />at the expense of the area. In the Plan, these issues were further <br />elaborated on to explain that commercial and industrial uses could <br />be centered in the cities or clustered in speci'fic areas, thereby <br />retaining the rural character. ~ .. <br /> <br />At the time of the study neither the office nor any of the area <br />residents had any idea that this possible project was being <br />explored in the southern portion of the study area. A review of <br />the plan and its recommendations does point out a number of items <br />that this proposal addresses in partially meeting the area's stated <br />needs. Through the site layout, many of the issues are also <br />addressed. Currently the site could house approximately 600 <br />dwelling units. <br /> <br />In clustering the development to the central portion of the <br />property, all activity on the site will be completely obscured from <br />the surrounding area. The site for the studio is situated at about <br />the highest point on the property with the elevation at about 650' <br />above sea level. This is about the same as the elevation of the <br />office at Green Oaks Golf Course and Miami Church Road at Joe Bost <br />Road. A potential entrance to the property is about 100 feet lower <br />in elevation. With the dense tree cover, the studio complex will <br />be completely isolated from the surrounding areas. <br /> <br /> <br />
