As has been noted in the transportation analysis, the traffic is <br />being proposed to enter onto a major State highway which serves as <br />the entrance to the Reed Gold Mine State Park. Nearly all traffic <br />will enter onto U.S. Highway 601, which is designed to handle all <br />types of traffic. While the property has access possibilities off <br />of Miami Church, this access is not being proposed. <br /> <br />Thus, the effect of the project as laid out and envisioned in the <br />concept plan is that the character of Miami Church Road is not <br />altered, employment opportunities are created in a defined, <br />clustered area, the rural character is preserved, water and sewer <br />opportunities are created, and the intent of the area plan is <br />complied with. The area plan states, "Retaining the rural <br />environment while still providing commercial and employment <br />opportunities may seem like contradictory goals, but they do not <br />have to be." (Page 15, Col.1 para. 5) The design of this complex <br />within the overall property shows that this can be achieved. <br /> <br />It is the opinion of the Planning, Zoning, and Building Inspection <br />Department that the proposed use with the submitted development <br />plan be recommended for approval to the Cabarrus County Board of <br />Commissioners. <br /> <br />~erald A.
