!CABARF US
~ORTI~ CAI~OLINA

October 9, 1992

MEMO

TO:

FROM:

SUBJECT:

John Witherspoon

Blair Bennett ~

Water and Sewer Projects

Per your request, I have gathered information from Henry Waldroup
and Paul Watson relating to three water and sewer capital projects
which are pending approval by the Board of Commissioners. I will
briefly discuss each of these important projects and outline the
financing recommended for each project.

HIGHWAY 601/WALLACE ROAD SOUTH EXTENSION
This proposed project would entail the connecting of 3 separate
water lines to complete a hydraulic loop in the Midland portion of
the Water and Sewer District of Cabarrus County. This loop would
improve and stabilize line pressure while also extending connecting
lines to other customers along its proposed path. Additionally, a
separate water line would be run along Whitley Road to Whitley
Manufacturing Company to accommodate the rebuilding of that
company, which was destroyed by fire. By extending this line to
Whitley Manufacturing, the County may be able to obtain $400,000 in
Community Development Block Grant moneys from the state. The
County has made an official application for these funds;
notification by the state is still pending. The total cost for

this project is projected to be $639,000.
financing for this project would be as follows:

Community Development Block Grant Funds
Water and Sewer District Fund Balance

The recommended

CABARRUS COUNTY MOVIE STUDIO

$400,000
239,000

Total $639,000

This proposed project would extend water and sewer lines to the
base of the movie studio property. Running these lines also
addresses some previous discussions relating to Highway 200
extension projects, particularly since they will extend along
Vanderburg Drive.
