MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br />RE: <br /> <br />Cabarrus County Board of Commissioners <br />John Wither~poon, County Manager <br />Gerald~.2Newtonfi~ <br />Possible CDBG economic development funding for Howell <br />Child Care Center <br /> <br />DATE: <br /> <br />December 1, 1992 <br /> <br />REMARKS: <br /> <br />In late September, a meeting was held with representatives from the <br />Howell's Child Care Center, Inc. The purpose of the meeting was to <br />better understand their water and sewer problems for their complex <br />located off of Highway 24-27 and to determine if we could help. <br />The center serves as a 120 bed intermediate care facility for <br />mentally retarded residents. Over 325 persons are employed at the <br />facility, the equivalent of 280 full time employees. <br /> <br />About three years ago the center's sewage treatment plant had some <br />severe problems. This issue was even presented to the Board of <br />Commissioners by residents of the area and the Howells back in <br />1990. After several corrections, the treatment plant still cannot <br />properly comply with State discharge standards. According to Mr. <br />Steve Tedder of the NC Department of Environment, Health and <br />Natural Resources, Division of Environmental Management, a new <br />treatment plant must be constructed, another means of handling the <br />wastewater must be secured, or the facility must close. A consent <br />order has been issued by Environmental Management to bid the <br />project for a new package treatment plant on December 18, 1992. <br />Mr. Tedder has indicated that this date is only flexible if <br />significant movement toward correcting the problem occurs prior to <br />this date. He considers "significant movement" as a pre- <br />application meeting with the State Commerce Finance Center. <br /> <br />In review of the issue, a new treatment plant will likely still <br />encounter discharge problems as the discharge is into a very low <br />flow creek. The Environmental Protection Agency is expected to <br />disallow any such discharge into these low flow creeks. Therefore, <br /> <br /> Planning and Zoning Department <br />P,O.
