Memorandum <br />December 1, 1992 <br />Page -2- <br /> <br />a new treatment plant is not really feasible and if permitted to be <br />constructed by Environmental Management it will only be a short <br />term solution. The long term implication is that the facility will <br />be forced to close at this site and relocate or tie into a public <br />system, thus allowing the business to stay in Cabarrus County. <br /> <br />After looking at several options, we are now proposing that rather <br />than watching another package treatment plant built, a pump station <br />and a force main should be constructed. The force main would tie <br />into the existing Back Creek sewer outfall line. The Howell's have <br />pledged to put $280,000 into the project (the cost of the new <br />treatment plant). The County has $595,000 in CDBG funds that could <br />be applied for from the State. The actual County share is not yet <br />fully understood, but would represent the upfitting of the project <br />so that other areas could be serviced. This initially appears to <br />be $20,000. Preliminary costs for the sewer service is slightly <br />under $500,000 <br /> <br />Here are the points in which I seek direction: <br /> <br />1. Should the County apply for an economic development grant for <br />the Howell Center? <br /> <br />2. If no, then how should we help this major employer and how <br />should we deal with another package treatment plant? <br /> <br />3. If yes, we need to meet with the State Commerce Finance Center <br />before December 18, 1992. As already noted, the meeting will allow <br />another state agency to push back the bid date. This meeting will <br />require a representative from the Board of Commissioners. <br /> <br />4. Ail CDBG grants done by the County have been handled through <br />contracts with consultants, with me overseeing the activity. This <br />project will require both an engineer and an economic development <br />consultant. Requests for proposals were prepared and sent out. <br />Bill Cochran and Bob Stark are being proposed to be the <br />consultants. The evaluation sheets are attached. Should the <br />project be funded, the administrator's costs are paid by grant <br />monies. If it is not funded, the cost of the grant preparation and <br />application is borne by the County. We have to have our <br />consultants established to meet with the Finance Center. <br />Therefore, I am recommending that we do move forward with awarding <br />the contracts but that we further discuss the use of consultants <br />for economic and community development grantsmanship. In short, I <br />would like to begin a discussion about bringing the economic and <br />community development grantsmanship activities in house. Over <br />time, this would allow other programs to be initiated that would <br />help other businesses in the County. <br /> <br /> <br />
