These same permitting procedures may be applied for all other <br />nondomestic discharges, such as insignificant industrial users <br />which do not meet the criteria of a significant industrial user. <br />Wastewater discharge permits for insignificant industrial users <br />shall be issued by the Executive Director or his designee. <br /> <br />8.3 ~onitorin~ Facilities <br /> <br />(a) The Authority requires the user to provide and operate at <br />the user's expense, monitoring facilities to allow inspection, <br />sampling, and flow measurement of the building sewer and/or <br />internal drainage systems. The monitoring facility should <br />normally be situated on the user's premises, but the Executive <br />Director may, when suc~ a location would be impractical or <br />cause undue hardship on the user, allow the facility to be <br />constructed in the public street or sidewalk area, with the <br />approval of the public agency having jurisdiction over such <br />street or sidewalk, and located so that it will not be <br />obstructed by public utilities, landscaping or parked <br />vehicles. <br /> <br />(b) There shall be ample room in or near such sampling <br />manhole or facility to allow accurate sampling and preparation <br />of samples f~r ~,~v. The fa~.~ty, a~pling, and <br />measuring equipment shall be maintained at all times in a safe <br />and proper operating condition at the expense of the user. <br /> <br />(c) When more than one (1) user can discharge into a common <br />sewer, the Executive Director may require installation of <br />separate monitoring equip~en~ for each user. When there is a <br />significant difference in wastewater constituents and <br />characteristics produced by different operations of a single <br />user, the Executive Director may require that separate <br />monitoring facilities be installed for each separate <br />discharge. <br /> <br />(d) Whether constructed on public or private property, the <br />monitoring facilities shall be constructed in accordance with <br />the Executive Director's requirements and all applicable <br />construction standards and specifications. <br /> <br /> <br />
