8.4 Inspection and Samplinq <br /> <br />(a) The Authority will inspect the facilities of any user to <br />ascertain whether the purpose of this ordinance is being met <br />and all requirements are being complied with. Persons or <br />occupants of premises where wastewater is created or <br />discharged shall allow the Authority or their representative <br />ready access at all reasonable times to all parts of the <br />premises for the purposes of inspection, sampling, records <br />examination and copying or in the performance of any of their <br />duties. The Authority, State and Environmental Protection <br />Agency shall have the right to set up on the user's property <br />such devices as are necessary to conduct sampling, inspection, <br />compliance monitoring and/or metering operations. Where a user <br />has security measures in force which would require proper <br />identification and clearance before entry into their premises, <br />the user shall make necessary arrangements with their security <br />guards so that upon presentation of suitable identification, <br />personnel from the Authority, State and Environmental <br />Protection Agency will be permitted to enter, without delay, <br />for the purposes of performing their specific <br />responsibilities. <br /> <br />(b) Each significant industrial user or nondomestic <br />discharger shall be subject to a facility inspection each year <br />to review the production processes and the pretreatment <br />facilities, if required. A scheduled sample shall be collected <br />and analyzed to deter~Line the nature of the wastewater <br />discharge. <br /> <br />(c) Compliance determinations with respect to Section 3.1 may <br />be made on the basis of either instantaneous grab samples or <br />composite samples of wastewater. Composite samples may be <br />taken over a twenty-four hour period, or over a longer or <br />shorter time span as determined necessary by the Executive <br />Director to meet the needs of specific circumstances. <br />Composite samples shall be at 4 degrees Celsius or less when <br />received in the laboratory. <br /> <br />(d) Sampling of industrial wastewater for the purpose of <br />compliance determination with respect to Section 3.1 will be <br />done at such intervals as the Executive Director may <br />designate. However, it is the intention of the Executive <br />Director to conduct compliance sampling or to cause such <br />sampling to be conducted for all significant industrial users <br />on the basis of the industry's potential impact on the <br />treatment system, but at least twice per year. Such inspection <br />and tests shall also be made immediately after any process <br />change which may affect the quantity or quality of the <br />wastewater being discharged. <br /> <br /> <br />
