8.4 Inspection and Samplinq (a) The Authority will inspect the facilities of any user to ascertain whether the purpose of this ordinance is being met and all requirements are being complied with. Persons or occupants of premises where wastewater is created or discharged shall allow the Authority or their representative ready access at all reasonable times to all parts of the premises for the purposes of inspection, sampling, records examination and copying or in the performance of any of their duties. The Authority, State and Environmental Protection Agency shall have the right to set up on the user's property such devices as are necessary to conduct sampling, inspection, compliance monitoring and/or metering operations. Where a user has security measures in force which would require proper identification and clearance before entry into their premises, the user shall make necessary arrangements with their security guards so that upon presentation of suitable identification, personnel from the Authority, State and Environmental Protection Agency will be permitted to enter, without delay, for the purposes of performing their specific responsibilities. (b) Each significant industrial user or nondomestic discharger shall be subject to a facility inspection each year to review the production processes and the pretreatment facilities, if required. A scheduled sample shall be collected and analyzed to deter~Line the nature of the wastewater discharge. (c) Compliance determinations with respect to Section 3.1 may be made on the basis of either instantaneous grab samples or composite samples of wastewater. Composite samples may be taken over a twenty-four hour period, or over a longer or shorter time span as determined necessary by the Executive Director to meet the needs of specific circumstances. Composite samples shall be at 4 degrees Celsius or less when received in the laboratory. (d) Sampling of industrial wastewater for the purpose of compliance determination with respect to Section 3.1 will be done at such intervals as the Executive Director may designate. However, it is the intention of the Executive Director to conduct compliance sampling or to cause such sampling to be conducted for all significant industrial users on the basis of the industry's potential impact on the treatment system, but at least twice per year. Such inspection and tests shall also be made immediately after any process change which may affect the quantity or quality of the wastewater being discharged.
