(e) Laboratory analysis of nondomestic wastewater samples shall be performed in accordance with the latest editions of Standard Methods for the Examination of Water and Wastewater published by the American Public Health Association and Methods for Chemical Analysis of Water and Wastes published by the Environmental Protection Agency. Analysis of those pollutants not covered by these publications shall be performed in accordance with procedures established by the North Carolina Department cf Environment, Health and Natural Resources. (f) The determination of the character and concentration of the nondomestic wastewater by the Executive Director shall be binding asa basis for charges. Total costs incident to the supervision, monitoring, sampling and analyzing of wastes shall be included in the surcharge billing made to person discharging wastes into the Authority's sanitary sewers. 8.5 Pretreatment Users shall provide necessary wastewater treatment as required to comply with this ordinance, wastewater permits issued under Section 8.2 of this ordinance and shall achieve compliance with all Federal Categorical Pretreatment Standards within the time limitations as specified by the Executive Director. Any facilities required to pretreat wastewater to a level acceptable to the Authority shall be provided, operated, and maintained at the user's expense. Users shall not discharge wastewater requiring treatment either directly or indirectly to the Authority's wastewater treatment system without first notifying and obtaining approval from the Executive Director. Detailed plans showing the pretreatment facilities and 6perating procedures shall be submitted to the Authority for review, and shall be acceptable to the Executive Director before construction of the facility. The review of such plans and operating procedures will in no way relieve the user from the responsibility of modifying the faciliy as necessary to produce an effluent acceptable to the Authority under the provisions of this ordinance. Any subsequent changes in the pretreatment facilities or method of operation shall be reported to and be acceptable to the Executive Director prior to the user's initiation of the changes. 8.6 CQnfidential information (a) Information and data cna user obtained from reports, questionnaires, permit applications, permits and monitoring programs from inspections shall be available to the public or other governmental agency without restriction unless the user specifically requests and is able to demonstrate to the satisfaction of the Executive Director that the release of such information would divulge information, processes or methods of production entitled to protection as trade secrets of the user.
