(e) Laboratory analysis of nondomestic wastewater samples <br />shall be performed in accordance with the latest editions of <br />Standard Methods for the Examination of Water and Wastewater <br />published by the American Public Health Association and <br />Methods for Chemical Analysis of Water and Wastes published by <br />the Environmental Protection Agency. Analysis of those <br />pollutants not covered by these publications shall be <br />performed in accordance with procedures established by the <br />North Carolina Department cf Environment, Health and Natural <br />Resources. <br /> <br />(f) The determination of the character and concentration of <br />the nondomestic wastewater by the Executive Director shall be <br />binding asa basis for charges. Total costs incident to the <br />supervision, monitoring, sampling and analyzing of wastes <br />shall be included in the surcharge billing made to person <br />discharging wastes into the Authority's sanitary sewers. <br /> <br />8.5 Pretreatment <br /> <br />Users shall provide necessary wastewater treatment as required to <br />comply with this ordinance, wastewater permits issued under Section <br />8.2 of this ordinance and shall achieve compliance with all Federal <br />Categorical Pretreatment Standards within the time limitations as <br />specified by the Executive Director. Any facilities required to <br />pretreat wastewater to a level acceptable to the Authority shall be <br />provided, operated, and maintained at the user's expense. Users <br />shall not discharge wastewater requiring treatment either directly <br />or indirectly to the Authority's wastewater treatment system <br />without first notifying and obtaining approval from the Executive <br />Director. Detailed plans showing the pretreatment facilities and <br />6perating procedures shall be submitted to the Authority for <br />review, and shall be acceptable to the Executive Director before <br />construction of the facility. The review of such plans and <br />operating procedures will in no way relieve the user from the <br />responsibility of modifying the faciliy as necessary to produce an <br />effluent acceptable to the Authority under the provisions of this <br />ordinance. Any subsequent changes in the pretreatment facilities or <br />method of operation shall be reported to and be acceptable to the <br />Executive Director prior to the user's initiation of the changes. <br /> <br />8.6 CQnfidential information <br /> <br />(a) Information and data cna user obtained from reports, <br />questionnaires, permit applications, permits and monitoring <br />programs from inspections shall be available to the public or <br />other governmental agency without restriction unless the user <br />specifically requests and is able to demonstrate to the <br />satisfaction of the Executive Director that the release of <br />such information would divulge information, processes or <br />methods of production entitled to protection as trade secrets <br />of the user. <br /> <br /> <br />
