10.2 Permitted Nondomestic Users <br /> <br />In addition to the regular sewer service fees and charges, sewer <br />surcharges shall be assessed to each permitted nondomestic user as <br />applicable and in accordance with Section 5.8. The fees, including <br />sampling and program fees, will be for the use of the sewer system <br />to recover the cost incurred for the operation and administration <br />of the pretreatment program and the treatment system. <br /> <br />10.3 Penalties for Failure to .Pay <br /> <br />Payment of charges, fees, and assessments shall be made monthly and <br />shall be due as specified on the bill. If any charges remain after <br />the specified due date, a disconnection notice will be sent and a <br />penalty will be applied to the.unpaid balance in accordance with <br />the terms and conditions governing payments set by the Board of <br />Directors. <br /> <br />10.4 Termination of Services <br /> <br />If any changes remain, after the final due date set by the <br />Executive Director in accordance with Board of Directors policy and <br />procedures, water and sewer services may be terminated. Before <br />services can be reinstated, the balance must be paid in full. <br /> <br />SECTION 11 - IIPSET PROVISION <br /> <br />Upset provision. A~y discharge which experiences an upset in <br />operations which places the discharger in a temporary state 'of <br />noncompliance with this chapter shall inform the Executive Director <br />thereof immediately following first'awareness of the cor~nencement <br />of the upset. <br /> <br />Where such information is given orally, a %Titten follow-up report <br />thereof shall be filed by the discharger within five (5) days. The <br />report shall specify: <br /> <br />(a) Description of the upset, the cause thereof and the <br />upset's expected impact on the discharger's compliance status; <br /> <br />(b) Duration of noncompliance, including exact dates and time <br />of noncompliance, and if the noncompliance is continuing, the <br />time by which compliance is reasonable expected to occur; and <br /> <br />(c) Ail steps taken or to be taken to reduce, eliminate and <br />prevent recurrence of such an upset or other conditions of <br />~ncompliance. <br /> <br />43 <br /> <br /> <br />
