Newtc~Director <br />Planning, Zoning, ~uilding Inspection <br /> <br />July 23, 1992 <br /> <br />Watershed Protection Act <br /> <br />How about some good news? <br /> <br />Last year about this same time of the year a joint resolution was <br />submitted to the Environmental Management Commission regarding the <br />then proposed watershed classifications. We laid out ten points of <br />contention and recommendations for specific changes. Nine of the <br />ten were honored and the final item was closely followed. Attached <br />is the resolution and the points that were accomplished. I have <br />also included several of the key pages from the overall <br />Environmental Management Commission report. <br /> <br />Overall, many areas that were being threatened to be placed in the <br />regulated area are no longer included in the watersheds. Cabarrus <br />County already has nearly all.provisions in place in order to <br />comply with the WATERSHED SUPPLY WATERSHED PROTECTION ACT. <br /> <br />Here are a few items of importance for you to know about. While <br />the protection act becomes effective in August, 1992 there are many <br />key start up dates. Kannapolis and Concord will have to have their <br />plans in place by July 1, 1993 and the ~ounty will need to be in <br />order by January 1, 1994. We will work to have a unified plan. <br />The Soil and Water Conservation Commission will be working with <br />local district offices to implement Best Management Practices in <br />the critical area (an area one-half of a mile around the various <br />lakes). This will begin in 1993. A hazardous spill containment <br />plan will also need to be developed. The local board of <br />adjustments will have limited variance power with most variances <br />being heard and determined by the EMC. An annual report will be <br />sent to EMC reporting on a variety of items. <br /> <br /> Pla:nning and Zoning Department <br />P.O.
