This ordinance provides for the regulation of direct and indirect contributors to the wastewater treatment system, through the issuance of permits to certain non-domestic users and through enforcement of general requirements for the other users, authorizes monitoring and enforcement activities, requires user reporting and provides for the setting of fees for the equitable distribution of costs resulting from the program established herein. This ordinance shall apply to the Authority and to persons outside the Authority, who are, by permit or agreement with the Authority, users of the wastewater treatment plant. Except as otherwise provided herein, the Executive Director or his designee shall administer, implement, and enforce the provisions of this ordinance. By discharging wastewater into the wastewater treatment system, industrial users located beyond the Authority limits agree to comply with the terms and conditions established in this ordinance, as well as any permits or orders issued hereunder. 1.2 - Definitions And Abbreviations (a) The following words, terms and phrases, when used in this ordinance, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning. Terms not otherwise defined in this section shall be as adopted in the latest edition of Standard Methods for the Examination of Water & Wastewater, published by the American Public Health Association, the American Water Works Association and the Water Pollution Control Association. BOD or biochemical oxygen demand shall mean the quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedures in five (5) days at twenty (20) degrees Celsius; expressed in terms of weight and concentration (milligrams per liter). Categorical Standard or ~ational Categorical Pretreatment Standard shall mean any regulation containing pollutant discharge limits promulgated by the Environmental Protection Agency in accordance with Section 307(b) and (c) of the Act (33 U.S.C. 1347) which applies to a specific category of industrial users. Chemical Toilets shall mean the structures used to collect human wastes at mass gatherings, construction sites and labor work camps. COD or chemical oxygen demand shall mean the quantity of equivalent oxygen utilized in the chemical oxidation of organic matter as measured by standard laboratory methods as set out in this ordinance, expressed in parts per million.
