This ordinance provides for the regulation of direct and <br />indirect contributors to the wastewater treatment system, through <br />the issuance of permits to certain non-domestic users and through <br />enforcement of general requirements for the other users, authorizes <br />monitoring and enforcement activities, requires user reporting and <br />provides for the setting of fees for the equitable distribution of <br />costs resulting from the program established herein. <br /> <br /> This ordinance shall apply to the Authority and to persons <br />outside the Authority, who are, by permit or agreement with the <br />Authority, users of the wastewater treatment plant. Except as <br />otherwise provided herein, the Executive Director or his designee <br />shall administer, implement, and enforce the provisions of this <br />ordinance. By discharging wastewater into the wastewater treatment <br />system, industrial users located beyond the Authority limits agree <br />to comply with the terms and conditions established in this <br />ordinance, as well as any permits or orders issued hereunder. <br /> <br />1.2 - Definitions And Abbreviations <br /> <br /> (a) The following words, terms and phrases, when used in this <br />ordinance, shall have the meanings ascribed to them in this <br />section, except where the context clearly indicates a different <br />meaning. Terms not otherwise defined in this section shall be as <br />adopted in the latest edition of Standard Methods for the <br />Examination of Water & Wastewater, published by the American <br />Public Health Association, the American Water Works Association <br />and the Water Pollution Control Association. <br /> <br /> BOD or biochemical oxygen demand shall mean the quantity of <br />oxygen utilized in the biochemical oxidation of organic matter <br />under standard laboratory procedures in five (5) days at twenty <br />(20) degrees Celsius; expressed in terms of weight and <br />concentration (milligrams per liter). <br /> <br /> Categorical Standard or ~ational Categorical Pretreatment <br />Standard shall mean any regulation containing pollutant discharge <br />limits promulgated by the Environmental Protection Agency in <br />accordance with Section 307(b) and (c) of the Act (33 U.S.C. 1347) <br />which applies to a specific category of industrial users. <br /> <br /> Chemical Toilets shall mean the structures used to collect <br />human wastes at mass gatherings, construction sites and labor work <br />camps. <br /> <br /> COD or chemical oxygen demand shall mean the quantity of <br />equivalent oxygen utilized in the chemical oxidation of organic <br />matter as measured by standard laboratory methods as set out in <br />this ordinance, expressed in parts per million. <br /> <br /> <br />
