Pass Through shall mean a discharge which exits the wastewater <br />treatment plant into waters of the State in quantities or <br />concentrations which, alone or with discharges from other sources, <br />causes a violation of the wastewater treatment plant's NPDES or <br />Non-discharge Permit or a downstream water quality standard. <br /> <br /> Person shall mean any individual, firm, company, partnership, <br />corporation, association, joint stock company, trust, estate,. <br />governmental entity or any other legal entity, or their legal <br />representatives, agents or assigns. <br /> <br /> pH shall mean a measure of the acidity or alkalinity of a <br />substance, expressed as standard units, and calculated as the <br />logarithm (base 10) of the reciprocal of the concentration of <br />hydrogen ions expressed in grams per liter of solution. A pH value <br />of 7.0 is neutral, above 7.0 is alkaline and below 7.0 is acid. <br /> <br /> Pollutant shall many any "waste" as defined in N.C.G.S. <br />143-213 (13) and dredged spoil, solid waste, incinerator residue, <br />sewage, garbage, sewage sludge, munitions, chemical wastes, <br />biological materi~!s, radioactive materials, heat, wrecked or <br />discharged equipment, rock, sand, cellar dirt and industrial, <br />municipal, and agricultural waste discharged into water. <br /> <br /> Pretreatment or Treatment shall mean the reduction of the <br />amount of pollutants, the elimination of pollutants, or the <br />alteration of the nature of pollutant properties in wastewater to <br />a less harmful state prior to or in lieu of discharging or <br />otherwise introducing such pollutants into a wastewater treatment <br />plant. The reduction or alteration can be obtained by physical, <br />chemical and 'biological prccesses, or process changes or other <br />means, except as prohibited by 40 CFR Section 403.6 (d). <br /> <br /> Pretreatment Program shall mean the program for the control of <br />pollutants introduced into the wastewater treatment plant from <br />nondomestic sources which was deveIoped by the Authority in <br />compliance with 40 CFR 403.8 and approved by the State in <br />accordance with 40 CFR 403.11 and as authorized by N.C.G.S. <br />143-215.3(a) (14). <br /> <br /> Pretreatment Standards and Requirements shall mean any <br />substantive or procedural requirement related to pretreatment, <br />including National Pretreatment Categorical Standards and <br />prohibitive discharge standards imposed on an industrial user. <br /> <br /> Process Wastewater shall mean any water which, during <br />manufacturing or processing, comes into direct contact with or <br />results from the production of or use of any raw material, <br />intermediate product, finished product, byproduct, or waste <br />product. <br /> <br /> <br />
