2.4 Other Remedies <br /> <br />(a) Annual Publication Of Reportable Noncompliance <br /> <br />At least annually, the Executive Director will publish in the <br />largest daily newspaper circulated in the service area a list <br />of those industrial users which are found to be in <br />Significant Noncompliance, also referred to as Reportable <br />Noncompliance in 15A NCAC 2H .0903(b)(10), with this ordinance <br />or any order or permit issued hereunder, during the 12 months <br />period since the previous publication. <br /> <br />(b) Water Supply Severance <br /> <br />Whenever an industrial user is in violation of the provisions <br />of this ordinance or an order or permit issued hereunder, <br />water service to the industrial user may be severed and <br />service will only recommence, at the user's expense, after it <br />has satisfactorily demonstrated consistent compliance. <br /> <br />(c) Public Nuisances <br /> <br />Any violation of the prohibitions or effluent limitations of <br />this ordinance or contained in a permit or order issued <br />hereunder, is hereby declared a public nuisance and shall be <br />corrected or abated as directed by the Executive Director or <br />his designee. Any person(s) creating a public nuisance shall <br />be subject to the provisions of this ordinance governing such <br />nuisances, including reimbursing the wastewater treatment <br />plant for any costs incurred in removing, abating or remedying <br />said nuisance. <br /> <br />SECTION 3 - REGULATIONS <br /> <br />3.1 Prohibited Discharge Standards <br /> <br />No user shall contribute or cause to be contributed, directly or <br />indirectly, any pollutant or wastewater which will cause <br />interference or pass through. These general prohibitions apply to <br />all users of the wastewater treatment system whether or not the <br />user is a significant industrial user or subject to any national, <br />state, or local pretreatment standards or requirements. <br />Furthermore, no user shall contribute the following substances to <br />the wastewater treatment system: <br /> <br />(a) Oils and crease. Any wastes containing floatable fats, <br />waxes, grease or oils, or which become floatable at the <br />wastewater temperature at the introduction to the treatment <br />plant during the winter season; but in no case, wastewater <br />containing more than 100 mg/1 of emulsified oil or grease. <br /> <br />14 <br /> <br /> <br />
