An <br />industrial user shall never increase the amount of water to dilute <br />pollutant concentrations to avoid cr reduce surcharges. The amount <br />charged per pound of excess will be set forth in the Surcharge Rate <br />Schedule. <br /> <br />(a) The volume of flow used in determining the total <br />discharge of wastewater for payment of user charges and <br />surcharges shall be based on the following: <br /> <br />(1) Metered water consumption as shown in the records of <br />meter readings maintained by the Board of Directors. If <br />a person discharging wastewater into the public sewers <br />produces evidence to the Executive birector that a <br />significant percent of the total annual volume of water <br />used for all purposes does not reach the public sewers, <br />then an estimated percentage of total water consumption <br />to be used in determining nondomestic wastewater <br />discharge may be agreed upon between the Executive <br />Director and the person discharging such nondomestic <br />wastewater into the public sewer. The Executive Director <br />shall ascertain whether substantial evidence has been <br />provided to prove a significant percent of water does not <br />reach the public sewers; or <br /> <br />(2) If required by the Executive Director or at the <br />individual discharges option, other flow monitoring <br />devices which measure the actual volume of wastewater <br />discharged to the sewer. Such devices shall be accessible <br />and safely located, and the measuring system shall be <br />installed in accordance with plans approved by the <br />Executive Director. The metering system shall be <br />installed and maintained at the users expense according <br />to arrangements that may be made with the Executive <br /> <br />24 <br /> <br /> <br />
